At worst, it's too early to tell, according to the re****t and they do
claim
a positive impact in speed reduction, but drivers aren't wising up. So how
do you figure it doesn't work? I guess reading the re****t might spoil your
story.

Just another guy who got caught and is trying to justify bad behavior.
There was an asshole at the UofW, Elliot Levine, whose "research" showed
seat belts were dangerous. Peter Warren would have this blowhard on the
show once a year to spread his bull****. Levine shut up when the court
told
him he was no expert in seat belt safety and he paid his fine for not
wearing one.
